Shiraishi has lectured at the University of Tokyo (1979-87), Cornell University (1987-98), Kyoto University (1996-2005), and the National Graduate Institute for Policy Studies (GRIPS) in Tokyo (2005-09). He has served as an executive member of the Council for Science and Technology Policy (CSTP) of the Cabinet Office of the Government of Japan (2009-12), president of GRIPS (2011-17), and president of the Institute of Developing Economies-Japan External Trade Organization (2007-18).
